CGTMSE Scheme Explained: Collateral-Free Business Loans for MSMEs in India (2026 Guide)

No property to pledge? Ask your bank about CGTMSE.

CGTMSE is searched about 18,000 times a month in India (“cgtmse scheme”) and about 9,900 times for “cgtmse loan” (Google Keyword Planner). Here is what it actually is.

What is the CGTMSE scheme?

CGTMSE stands for the Credit Guarantee Fund Trust for Micro and Small Enterprises. It does not lend money. It gives your bank or NBFC a guarantee, so that if a borrower defaults the lender can claim part of the loss. Because the lender is protected, it can approve a loan without asking for collateral or a third-party guarantee. You still apply to the bank, and the bank decides.

Key points (check current figures)

Who benefits
New and existing micro and small enterprises in manufacturing and services, with a valid Udyam registration (free at udyamregistration.gov.in).
Limit and cover
Lender websites currently describe collateral-free cover up to ₹10 crore per borrower, with guarantee cover that is higher for micro enterprises and women entrepreneurs. Limits and percentages have changed over time, so confirm on the official site, cgtmse.in, before you plan.
Fee
A guarantee fee is charged on the guaranteed amount. Lender sources quote a range starting at about 0.37% a year. It is usually paid by the lender and can affect your pricing. Ask your bank who bears it.

Who is usually not covered

  • Agriculture and allied activities, self-help groups and educational institutions are commonly listed as excluded.
  • Loans already covered by another guarantee scheme.
  • Some retail-trading activities. Ask your bank, as eligibility lists are updated.

How to get a CGTMSE-backed loan: 6 steps

  1. Register on Udyam (free). See why every small business needs it.
  2. Prepare a project report. Use our DPR checklist and business plan guide.
  3. Know your break-even. Banks like numbers: break-even analysis.
  4. Choose a member lender and ask in writing whether your loan can be covered under CGTMSE.
  5. Compare with other schemes: MUDRA vs PMEGP. In Tamil Nadu, see NEEDS and UYEGP.
  6. Watch the rate: a guarantee removes collateral, not interest. See what the repo rate means for your EMI.

Common mistakes

Assuming CGTMSE is a subsidy (it is not, you repay in full), paying an agent to “get” the guarantee (the lender applies for it), and applying without a project report. Lenders also look at your credit history and cash flow, so a guarantee does not guarantee approval.
