Executive summary
Tamil Nadu has cut multidimensional poverty to 2.2%, against 14.96% for India, and runs some of the country’s largest welfare schemes. Its biggest cash transfer alone reaches about 1.31 crore women every month.
Scale brings a delivery challenge. Over 1.48 lakh women first rejected from Magalir Urimai Thogai were later found eligible on appeal. With welfare being reviewed and restructured in 2026, independent ground-level evidence on who is reached, who is missed and what changes is more valuable than ever.
