On 15 October 2026, Chief Minister C. Joseph Vijay launched the Tamil Nadu Semiconductor Ecosystem Scheme 2026 at the Secretariat in Chennai. The scheme aims to attract investment across the chip value chain: wafer fabrication, raw materials, assembly, testing, packaging and equipment.
What has been announced
- Track 1: extra state incentives for projects approved under the Union government’s Semicon India Programme 2.0.
- Track 2: customised support for other eligible projects. Industry reports mention a 15 to 25 per cent fixed-capital subsidy and a turnover subsidy of up to 2 per cent a year for five years.
- Location: the state has also announced a Semiconductor and Electronics Park at Maduramangalam in Kancheepuram district.
- Jobs: reports say at least half of the direct workforce must be Tamil Nadu residents.
- Deadline: proposals are reported to be due at Guidance Tamil Nadu by 30 September 2027.

Five questions to answer before you apply
- Who will buy? Estimate demand from electronics makers in India, by product and by year.
- What is the gap? Map which parts of the supply chain India already serves and which it imports.
- What is the real saving? A 15 to 25 per cent capital subsidy sounds large, but compare it with land, power, water and skilled-labour costs.
- Can you hire locally? Test whether enough trained people exist near Kancheepuram for the local-hiring rule.
- What if demand is slower? Run a sensitivity check on price, volume and delay before borrowing.
Why this matters for small suppliers
Large fabs bring many small suppliers: tooling, packaging materials, logistics, cleanroom services, testing and maintenance. MSMEs that study this demand early can position themselves before orders are placed.
At ARS Market Research Services, we use simple econometric methods to estimate demand, price response and project returns, and we explain the results in plain language.
