Baseline, Midline and Endline Studies: Measuring Development Programme Impact

Trusts, foundations and CSR teams increasingly need more than a report at the end of a programme — they need evidence, at each stage, that money is reaching the right people and changing outcomes. Baseline, midline and endline studies are how that evidence gets built.

Baseline: before the programme starts

A baseline study measures conditions in the target community before any intervention begins — income, education, health indicators, access to services, whatever the programme aims to change. Without this starting point, later claims of impact cannot be proven.

Midline: is the programme on track

A midline study, conducted partway through implementation, checks whether the programme is reaching intended beneficiaries and moving indicators in the right direction — in time to course-correct if it is not.

Endline: what actually changed

An endline study, run at or after programme completion, compares final indicators against the baseline to show measurable impact — the evidence donors, boards and government partners ask for before renewing funding.

What makes these studies credible

  • An independent agency collecting the data, not the implementing NGO itself
  • The same indicators and sampling method used consistently across all three stages
  • Field teams trained to work respectfully in the specific community context
  • Verification that welfare or programme benefits reached the intended beneficiaries
